Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, expects that the Parliament will adopt the New Budget and Tax Codes in entirety before the End of the Current Session
During the conference in Cherkasy on Wednesday, V. Lytvyn announced that on Tuesday the Cabinet of Ministers of Ukraine brought the bill on amendments to the Budget Code before Parliament.
According to the Head of the Parliament, he referred the bill to the profile committees for its adjustment to the scrutiny in the session hall, and appealed to the scientific-expert and judicial offices with a request to give the conclusions regarding these documents.
Taking into the consideration the fact that the bill is marked as urgent, V. Lytvyn expects that it will be included on agenda during the next plenary week, since the Committee on Budget can prepare the document for the scrutiny in the Verkhovna Rada of Ukraine.
"I expect that today the Draft Tax Code will also be referred to the Parliament, as it was agreed before", the Chairman of the Verkhovna Rada declared.
"If we achieve an agreement, find a common stand and demonstrate responsibility in the Parliament, then we will be able to pass all the decisions within one month", V. Lytvyn stated.
V. Lytvyn called for changing the present system of budget formation, pursuant to which, "it becomes profitable for the regions to receive subsidies." According to the Head of the Parliament, from 27 regions of Ukraine, only 11 produce more than consume; 5 regions consume 25% more than produce and in 11 regions the difference between consumption and production ranges from 35 to 50%.
"If we reach the positive decision regarding the above-mentioned document, it shall be a great change in the organization of the economic life of the state", V. Lytvyn emphasised.
